For Küçük Cemal Paşa, see Cemal MersinliAhmed Djemal Pasha , commonly known as Jamal Basha al-Saffah or Jamal Pasha the Bloodthirsty in the Arab world, was an Ottoman military leader and one-third of the military triumvirate known as the Three Pashas that ruled the Ottoman Empire during World War I. Djemal was the Minister of the Navy. Along with the other Three Pashas he was one of the main perpetrators of the Armenian genocide, the Greek genocide, and the Assyrian genocide. He was also the Mayor of Constantinople .
