Then, too, it undermines reason. … No, you wouldn't expect such a massive world-historical jolt, which will reverberate for centuries, to be effortlessly absorbed. But the suspicion remains that America is not behaving rationally — that America is behaving like someone still in shock.

But after initially responding in an entirely appropriate way, the administration began to heighten and distort public fear of terrorism to create a political case for attacking Iraq. Despite the absence of proof, Iraq was said to be working hand in hand with al-Qaeda and to be on the verge of a nuclear weapons capability. Defeating Saddam was conflated with bringing war to the terrorists, even though it really meant diverting attention and resources from those who actually attacked us.
When the president of the United States stood before the people of this nation and invited us to "imagine" a terrorist attack with a nuclear weapon, he was referring to terrorists who actually had no connection to Iraq. But because our nation had been subjected to the horrors of 9/11, when our president said "imagine with me this new fear," it was easy enough to bypass the reasoning process that might otherwise have led people to ask, "Wait a minute, Mr. President, where's your evidence?"

Context: The September 11 attacks were major atrocities. In terms of number of victims they do not reach the level of many others, for example, Clinton's bombing of the Sudan with no credible pretext, destroying half its pharmaceutical supplies and probably killing tens of thousands of people (no one knows, because the US blocked an inquiry at the UN and no one cares to pursue it). Not to speak of much worse cases, which easily come to mind. But that this was a horrendous crime is not in doubt. The primary victims, as usual, were working people: janitors, secretaries, firemen, etc. It is likely to prove to be a crushing blow to Palestinians and other poor and oppressed people. It is also likely to lead to harsh security controls, with many possible ramifications for undermining civil liberties and internal freedom.
