He had been so impressed with the President's views of concluding a peace that he desired only to carry out after his death what he supposed to be his policy, and which, if living, he felt certain Mr. Lincoln would have approved. At least he would have considered it, and would not have 'rejected it with the disdain' exhibited by the new President, Andrew Johnson, through his Secretary of War, Edwin M. Stanton.”
