“Hopefully that will be seen as a response, a leadership responding to an issue and therefore one's authority, while it's not as high if you didn't have the problem, it does mean that people say 'well he used his authority to come up with a solution in double-quick time that met with broader public acceptance.”

Context: Quality is better seen up at the timberline than here obscured by smoky windows and oceans of words, and he sees that what he is talking about can never really be accepted here because to see it one has to be free from social authority and this is an institution of social authority. Quality for sheep is what the shepherd says. And if you take a sheep and put it up at the timberline at night when the wind is roaring, that sheep will be panicked half to death and will call and call until the shepherd comes, or comes the wolf.

Context: For over a century it has been the settled doctrine of the Supreme Court that the principle of stare decisis has only limited application in constitutional cases. It might be thought that if any law is to be stabilized by a court decision it logically should be the most fundamental of all law -- that of the Constitution. But the years brought about a doctrine that such decisions must be tentative and subject to judicial cancellation if experience fails to verify them. The result is that constitutional precedents are accepted only at their current valuation and have a mortality rate almost as high as their authors.

Context: I'm better at criticism than social engineering, so I always have a hard time answering good practical questions like "what can the average person do?" Of course, there are obvious answers, like the average person can get involved in local politics, the average person can get involved in violence prevention programs in his or her own neighborhood, the average person can engage with local radio and TV talk shows on crime. I'm afraid, though, that's not a very good answer. I'm best at knowing what I can do personally, which is write and think about issues like these, point out problems, and hope that people like you can do a better job than I can of figuring out where to go next. I've always seen the formulation of public policy — and solutions to social problems — as a collaborative effort. I've always felt that my part of the job was to analyze and criticize in the hope that other people might use my work to forge solutions.
