Context: The Government took emergency measures to control food supplies, to commandeer all forms of transport, to preserve order, and to stop the export of such coal as might be in the ports. Now into those few hours there were thus crowded events of a staggering character, and, had they taken place among a less disciplined people than our own people, riot and revolution would have quickly followed.
