Hugo Rafael Chávez Frías, né le 28 juillet 1954 à Sabaneta, dans les Llanos, au sud du Venezuela et mort le 5 mars 2013 à Caracas, est un militaire et homme d'État vénézuélien, président de la République de 1999 à 2013.
Élu président de la République du Venezuela le 6 décembre 1999, il est le chef du parti politique du Mouvement Cinquième République de sa fondation en 1997 jusqu'en 2007, date à laquelle il fonde le Parti socialiste unifié du Venezuela . Se réclamant du bolivarisme et ayant pour objectif l'établissement du « socialisme du XXIe siècle », il met en place un ensemble de réformes, désigné sous le nom de « Révolution bolivarienne », et comprenant la promulgation d'une nouvelle constitution, une politique de « démocratie participative », et la nationalisation des industries clés. Les ressources naturelles du Venezuela lui permettent de financer un ensemble de politiques sociales, et suscite l’enthousiasme d'une partie de la gauche et des nationalistes-révolutionnaires à l'échelle internationale. Sa politique fait l'objet de controverses : il lui est notamment reproché de ne pas poser les bases d'un développement durable au Venezuela, de gouverner de façon autoritaire et d'entretenir des liens avec plusieurs dictatures.
Atteint d'un cancer au début des années 2010, il est réélu pour un quatrième mandat en 2012, mais ne peut prêter serment et meurt des suites de sa maladie.
