He previously served as a member of the Philippine House of Representatives, representing the 1st District Sorsogon, where he served as the Minority Floor Leader of the House of Representatives of the Philippines. He was a leading candidate for Vice President of the Philippines in the 2016 election in May 2016, but lost, placing fourth among six candidates.
